Today's burgeoning telecommunications marketplace finds service providers of all types who are deploying voice and multimedia services, including incumbents and new entrants. New entrants may initially have few network resources at their disposal, and others like cable operators/MSOs may have extensive broadband properties but lack legacy circuit-switching and call control resources.
